Stakeholder Meeting on the Situational Analysis on Search and Rescue Teams Formation (25-27 February 2025)

The Department of Local Governance and Disaster Management (DLGDM) under the Ministry of Home Affairs successfully convened a three-day Stakeholder Meeting from February 25-27, 2025 in Phuntsholing. The meeting was aimed at conducting a comprehensive situational analysis for the formation of Search and Rescue (SAR) Teams at various levels, including National, Dzongkhag, Thromde, Dungkhag, and Gewog. Key stakeholders, including representatives from the Royal Bhutan Police (RBP), Desuung Office, Gyalsung, National Search and Rescue Training Centre (NSARTC), and Druk Green Power Corporation (DGPC), participated in the meeting, comprising a total of 27 members from these agencies.


The meeting focused on several key objectives, including assessing the current status of SAR Team formation across multiple levels, developing Standard Operating Procedures (SOPs) for SAR operations that are standardized at all levels, and enhancing coordination and collaboration between agencies to improve SAR response capabilities. The outputs of the discussion included the formulation of comprehensive SOPs for SAR operations to ensure uniform adoption across all agencies and levels that strengthen partnerships among participating organizations to enhance collaborative SAR response efforts.

The fruitful discussions and shared insights during this meeting have set the foundation for more effective and efficient SAR operations throughout the country. We are eager to implement the agreed-upon action plan and enhance our collective response to emergencies.
