Nangzom to strengthen passive Chiwog Zomdu

As a transformative governance initiative transitioning from a larger Chiwog Zomdu setting to a small Community level Nangzom and preparing towards moving from Need-based planning approach to Potential-based planning approach, the Department has started with the inception of Community Engagement Platforms in 30 Gewogs selected as target sites by 10 Dzongkhags of Paro, Chukha, Samtse, Samdrup Jongkhar, Gasa, Wangduephodrang, Zhemgang, Pemgatshel, Trashigang and Lhuntse. A total of around 120 local government officials are built capacity in three batches to become aware of the concept, inculcate a desire for change and reinforce implementation initiatives in 30 target communities. 
The objectives of forming CEPs are: 
1. To form One Umbrella CEPs in the target sites to address meeting fatigue and passive community participation in Zomdus; and 
2. ⁠Each CEP to develop Annual Community Improvement Plan using Bhutanized Japanese techniques and tools, select one area based potential project for joint implementation to enhance community income generation and wellbeing in FY 2025-2026.

The participants are trained on how to form One-Umbrella CEPs embracing the guiding tips as defined in the Community Participatory Model, lessons on Kaizan approach of Drongsep Yardrak and its tools for preparing Community Improvement Plans. A CEP good practice of Tanzania for identifying and prioritizing the community actions was introduced to the participants.Thirty community level action plans are developed to take forward the community level workshops in April and May months.

The program is implemented as per the activities defined in the project design matrix of the European Union project ‘Strengthening good governance and digitization in Bhutan’.
