Closing Ceremony of the 8th Batch Basic Search and Rescue Training

The Department of Local Governance and Disaster Management (DLGDM) in collaboration with the Royal Bhutan Police (RBP), successfully concluded the 8th Batch Basic Search and Rescue (SAR) Training on 17 May 2025, marking a significant milestone in Bhutan’s ongoing efforts to enhance disaster preparedness and emergency response. The training was held at the National Search and Rescue Training Centre, Tashigatshel, Chhukha. The closing ceremony was graced by the Honorable Home Secretary as the chief guest, along with the Director General of DLGDM, Drangpoen from the Chhukha Dzongkhag Court, Dzongrab from the Chhukha Dzongkhag Administration, and representatives from the RBP and Desuung headquarters.

This intensive training program, which began on 5 May 2025, at the National Search and Rescue Training Centre in Tashigatshel, involved the participation of 52 RBP personnel from across all 20 Dzongkhags, with 18 Desuups trainees from Wangdue Phodrang and Zhemgang Dzongkhags. Funded by the European Union, with additional financial commitment from the respective Dzongkhags of Zhemgang and Wangdue Phodrang, the program aimed to enhance Bhutan’s disaster response infrastructure by equipping first responders with essential skills and operational expertise. 

Over the course of the training, participants engaged in rigorous physical drills, learned and practiced 20 essential knots and their applications, and developed proficiency in technical rescue techniques such as rappelling, hauling, and wide-angle rescue operations. The program also included specialized modules on swift water rescue, firefighting, urban search and rescue, and psychological first aid — all fundamental components needed to execute effective rescue missions in diverse terrain and emergency scenarios. 

The primary objectives of this training are to develop a pool of professional SAR responders, improve response preparedness for a variety of natural and man-made disasters, and ensure that every Dzongkhag, Dungkhag, and Thromde is equipped with at least one dedicated SAR team capable of rapid deployment. The comprehensive curriculum and practical exercises have been designed to foster operational efficiency, teamwork, and resilience among our first responders, aligning with international standards and certification requirements.

Following the formal closing program, the Honorable Home Secretary and officials observed live demonstrations of key rescue techniques by trainees, showcasing the practical skills and confidence gained throughout the training period. The demonstration highlighted the high standards of professionalism and technical competence achieved by trainees. The skills demonstrated were not only in the context of natural calamities but also in man-made emergencies, reflecting the shared commitment to the safety, security, and well-being of every Bhutanese citizen.

The DLGDM extends its heartfelt appreciation to all trainers, organizers, the European Union, and the supporting agencies whose collective efforts have been instrumental in making this training a success.
