Strengthening Local Leadership: Group Governance, Gender Inclusion, and Entrepreneurship Training

The Department of Local Governance and Disaster Management (DLGDM) is pleased to share the successful completion of a comprehensive five-day capacity development program, delivered in two batches with over 40 participants in each. The training brought together Dzongkhag and Gewog focal persons, as well as community representatives from various regions, reinforcing the collaborative strength of Bhutan’s local institutions under the LAPBED governance initiative sites. This initiative was organized by DLGDM with funding support and technical assistance from the European Union (EU) and implemented in partnership with Particip and Helvetas. The program was facilitated by expert trainers from the EU Technical Assistance: LGDG, as well as professional freelance trainers engaged through the Department of Employment and Entrepreneurship, Ministry of Industry, Commerce and Employment (MoICE).

The structured five-day program focused on three core thematic areas that are vital to local development:
  • Group Governance (1 day): Enhancing understanding of local governance systems, roles, and responsibilities while promoting effective coordination across local institutions.
  • Gender Inclusion (1.5 days): Strengthening awareness and skills to ensure that development planning and service delivery are inclusive, equitable, and responsive to diverse community needs.
  • Entrepreneurship Development (2.5 days): Empowering participants with knowledge on entrepreneurship promotion, value chain understanding, small business management, and identification of local economic opportunities.
With the active engagement of Local Government members, Dzongkhag and Gewog focal persons, and community members, the sessions fostered practical learning and collaborative problem-solving. Participants engaged in group discussions, hands-on exercises, and real-life case examples, strengthening their capacity to promote inclusive planning, improve coordination, and support livelihood development initiatives within their respective communities.
