Orientation Program for newly recruited Gewog and Dungkhag Administrative Officers

The Department of Local Governance and Disaster Management (DLGDM), Ministry of Home Affairs, conducted a three-day orientation program for 26 newly selected Administrative Officers, comprising 24 Gewog Administrative Officers and 2 Dungkhag Administrative Officers, from 5-7 October 2026 in Thimphu. 

The orientation aimed to equip the newly recruited officers with a practical understanding of the policies, rules, regulations, institutional mandates and key areas relevant to local administration. The program covered the Code of Conduct, Driglam Namzha, Financial Rules and Regulations, Civil Registration and Census, Planning and Programs, Disaster Management, Immigration, Law and Order, community engagement, Community Contracting Protocol, Local Government Act, Rules and Regulations, Local Development Planning Manuel, Terms of Reference, and Local Government proceedings.  

Beyond the technical sessions, the orientation provided a platform for the newly recruited officers to connect with one another and familiarise themselves with the roles and functions of various central agencies. The guidance and advice shared by senior officials further provided valuable direction and encouragement to the officers as they embark on their new roles. 

The newly recruited officers are expected to join their respective offices in the coming week, strengthening administrative capacity at the local level and providing much-needed support to Gewogs that have been functioning without Gewog Administrative Officers. Their placement is expected to contribute to improved coordination, continuity of administrative functions and more effective delivery of services to communities.
