Fostering youth and women engagement in Local Development

The first consultation meeting on the establishment of partnership between CLCS and the Local Government was convened from 4th to 5th May 2022 at CLCS. The partnership proposal was endorsed by the 7th Project Steering Committee (PSC) meeting of the Decentralization and Local Governance Project (DLGP). 

This initiative, through collaborative involvement of the college and LGs, will develop knowledge and skill of the citizens, with specific attention to women and youth, by engaging them actively in planning, implementation, monitoring and reporting on local development.

In this regard, this project seeks to establish partnership and collaboration between CLCS, Royal University of Bhutan and Local Governments under Trongsa Dzongkhag. The collaboration will provide opportunities for both the parties to identify mutual areas of interest such as research and innovation on Local Governance, transfer of know-how, implementation of projects and programs, etc. The project principally aims at enhancing youth and women’s practical knowledge on local government process and practice through inclusive and participatory approach to planning and decision making. This will also enable CLCS in extending expert service in capacity building of the local government leaders in areas of research, communication and service management.

The project will comprise CLCS, Draagteng, and Nubi Gewog Administrations under Trongsa Dzongkhag. It will be undertaken through stakeholder consultation workshop, student participation and observation of local government proceedings, college club activities, internship for students, documentation of lessons-learnt. Subsequently, various activities will be implemented to support youth (College students), faculty and the Gewog staff to learn more about citizenship and democratic culture through hands-on experiences.

This project will be piloted for a span of one year until the end of December 2022.
