Hon’ble Nangsid Lyonpo launches LG Rules & Regulations 2022

The Local Government Act 2009 was enacted by Parliament of Bhutan on September 11, 2009. Subsequently Local Government Rules and Regulations 2012 and Thromde Rules 2011 were promulgated to implement the provisions of the LG Act. 

However, for one act, two rules and regulations were promulgated by two different agencies responsible for Dzongkhags and Gewogs and urban development. In addition, the Local Government Act was amended vide Local Government (Amendment) Act 2014 by Parliament. Of the 304 sections of the LG Act 2009, thirty sections were amended. 
 
DLG has completed the revision of the Local Government Rules and Regulations 2012, in consultation with all relevant stakeholders including LG representatives, in view of the following:   
 
1.    Local Government Act 2009 was amended in 2014 but the Local Government Rules and Regulations 2012 was not revised in tandem; 
2.    Local Government Members’ Entitlement Act was enacted in 2015 and LG Members’ Entitlement Rules and Regulations was framed in 2018 resulting into some changes in the Local Government Rules and Regulations 2012; 
3.    For one single LG Act, two rules had been framed – Local Government Rules and Regulations 2012 by MoHCA and Thromde Rules 2011 by MoWHS, creating overlaps;
4.    The amendment of LG Act 2009, enactment of Entitlement Act and the three Rules (as mentioned in serial no. 1, 2 and 3) has created confusion at the time of implementation; and 
5.    There was need for amalgamation of Local Government Rules and Regulations 2012 and Thromde Rules 2011 which were neatly put it into one consolidated Rules.
