Basic/Intermediate on Incident Command System and Planning Section Course (9-13 May & 15-19 May)

As a part of continuous capacity building program to strengthen disaster preparedness and response system in Bhutan, the Department of Local Governance and Disaster Management (DLGDM) in collaboration with United States Forest Services (USFS) organized the training program on basic/intermediate on Incident Command System (ICS) and Planning Section Course with effect from 9-13 May and 15-19 May 2023 respectively. The two-week training program is being conducted at Tashi Namgay Resort, Paro with financial and technical support from the U.S Agency for International Development, Bureau for Humanitarian Assistance, USAID/BHA. The Bhutan Foundation Office provided administrative support to channelize the fund from the USFS to the Royal Government of Bhutan (RGoB) for the implementation of this training program.

The objective of the training program is to provide a refresher course on basic/intermediate ICS training for those who have already attended the course in the past, and to educate and train the officials who are attending for the first as a part of preparedness for the planning section course scheduled from 15-19 May 2023. The training program is also aimed at strengthening the capacity of responsible officials from the central and local government who will be actively involved during times of disaster. 

The primary objective is to develop a pool of ICS experts who can serve as resident ICS advisors in their Dzongkhags and home offices, as well as to identify a cadre of competent officials from the group who can serve as ICS Master Trainers for the Basic/Intermediate ICS training as well as ICS positional courses such as Incident Commander, Operation Section Chief, Logistics Section Chief and Finance Section Chief.

The training is facilitated by a team of trainers comprising of two experts from the USFS and two experts from India, and a Program Manager from the USFS as listed below:

  2. James Timothy McSherry, Disaster Management Advisor, USFS
  3. Rajiv Ranjan Mishra, Chief Advisor, National Institute of Urban Affairs, Govt of India
  4. Balaji Singh Chowhan, Regional Disaster Management and Resilience Advisor, USFS
  5. Kruti Patel, Program Manager, USFS/ International Programs Office

A total of 33 officials comprising of 18 officials from the Dzongkhags (DDMOs/offtg. DDMOs), four officials from the Thromdes (DM Focal), five DM focal officials representing agencies from Ministry of Health, Ministry of Infrastructure & Transport, Ministry of Education & Skills Development, Royal Bhutan Police and Bhutan Red Cross Society and six officials from the Department of Local Governance & Disaster Management attended the training.
