Press Release for Signing of Record of Discussion for the project “Promoting Inclusive Participation of Community People in Local Governance leveraging on Community Engagement Platform”

On 13 September, 2023, Mr. Tomoyuki Yamada, the Chief Representative of Japan International Cooperation Agency (JICA) and Ms. Thinlay Yandon, Officiating Director, Department of Macro-Fiscal and Development Finance, Ministry of Finance signed the Record of Discussion for the Technical Cooperation Project titled “Promoting Inclusive Participation of Community People in Local Governance leveraging on Community Engagement Platform (CEP)”. This project will be implemented by the Department of Local Governance and Disaster Management, Ministry of Home Affairs.

The overarching goal of the project is to empower community people (with a special attention to women and destitutes) through CEP by actively involved in decision making processes at Chiwog Zomdu and Gewog Tshogde levels and share equal responsibilities in other target areas. It will ensure that community members are heard at higher levels, have influence in the decision making process, and community members have the capacity to initiate activities to improve their lives using locally available resources.

This initiative will be implemented across seven Dzongkhags, covering 14 Gewogs and 70 Chiwogs, utilizing CEP. These platforms will offer specialized Japanese training, in-country Training of Trainers (ToT) sessions, and community-level facilitation workshops. It will help in designing Community Level Action Plans and support in terms of providing technical, equipment and materials support for the realization of the community goals. The total financial support of the project is approximately 200 million Japanese Yen. The project is set to run from 2024 to 2027.
