Anticipatory Action Training (29th to 31st October 2024)

The Department of Local Governance and Disaster Management (DLGDM), in collaboration with the Asian Disaster Preparedness Center (ADPC) under the Sustainable National Anticipatory Action through Preparedness (SNAP) in South Asia, supported by the USAID Bureau for Humanitarian Assistance, conducted a three-day Anticipatory Action (AA) training in Paro from October 29 to 31, 2024. This training brought together 24 participants from key agencies to strengthen Bhutan’s disaster response capabilities and establish technical standards for AA.

The sessions were led by Shahjahan Saju from the Bangladesh Red Crescent Society, Winson Gnanatheepan from FAO, Sri Lanka, and Niranga Alahacoon from the International Water Management Institute, Sri Lanka.
A key outcome of the training was to form an AA Technical Working Group to advance these initiatives, a critical step in institutionalizing anticipatory action within Bhutan’s national disaster management framework.

Training Modules:
1)     Anticipatory Action (Concept, Key Building Blocks & Process): Introduced participants to the foundations of AA, including its building blocks, and the AA process.

2)     Regional and National Context of Anticipatory Action: Provided an overview of AA implementation in Bhutan and across South Asia.

3)     Developing an AA Protocol: Provided step-by-step guidance on creating protocols for anticipatory action, including action selection and budgeting.

4)     Trigger Development: Focused on establishing effective triggers for AA, using examples from UNDRR’s initiatives.

5)     AA Financing and Institutionalization: Explored funding sources and how AA can integrate with Bhutan’s existing Disaster Risk Management systems, including social protection.

6)     AA Operationalization: Discussed implementing AA protocols and addressing associated challenges.

7)     Simulation Exercise: Offered a practical session where participants applied their knowledge.

8)     AA Monitoring and Evaluation: Covered methods for monitoring and evaluating AA effectiveness.

9)     AWARE Platform: Introduced the AWARE platform, a tool designed to support AA efforts.

10) Planning for Next Steps: Outlined future steps for incorporating AA into Bhutan’s national disaster management framework.
