4-Day Disaster Risk Management Training for Female Tshogpas 26–29 May 2025

The Department is pleased to share the successful completion of the Disaster Risk Management Training for the third batch of Female Tshogpas, involving participants from 43 Chiwogs of 8 Dzongkhags held from 26–29 May 2025 in Mongar. This important capacity building initiative was organized by the Department of Local Governance and Disaster Management (DLGDM) with funding support from the World Bank (WB) and facilitation by the Royal Bhutan Police (RBP) and the Bhutan Red Cross Society (BRCS).

The workshop was graced by Dasho Dzongdag, Mongar Dzongkhag, who delivered a keynote address emphasizing the importance of the training and the critical role Tshogpas play at the chiwog level. Dasho encouraged the participants to learn actively and to share their knowledge with their communities upon returning. The workshop was also honored by the presence of Dasho Secretary, Ministry of Home Affairs, whose participation underscored the national significance of strengthening disaster resilience at the grassroots level.
With the active participation of female chiwog leaders (Tshogpas) from across 43 Chiwogs of 8 Dzongkhags, the training aimed to equip them with essential knowledge and practical skills in disaster preparedness, response, and community leadership.
Key highlights of the program included:
• Introduction to Disaster Risk Reduction (DRR) concepts and Bhutan’s disaster management system
• Hazard identification, non-structural mitigation, and evacuation drills
• Fire safety awareness and hands-on sessions on the use of fire extinguishers and LPG cylinders
• Community and household disaster preparedness planning
• Group exercises on community risk assessment

A key component of the workshop was the First Aid training conducted by BRCS. Participants received both theoretical and hands-on training in emergency response, including managing unconscious victims, controlling bleeding and fractures, responding to choking incidents, and treating animal bites.

The Department extends its heartfelt thanks to RBP and BRCS for their expert facilitation and continued partnership, and to all the participants for making this training a resounding success.
